Is this young lineman getting ported in under the new 10 portability rule on transmission work? Maybe that is how he is getting around the book 2 foreman rule. Just a thought.

Or maybe he is getting ported in because its a new contractor for PGE from the mid-west. These contractors are starting to spread their wings with the work being slow.
