      I here at PSO the budget is so low we cant get new pickup jumpers.maybe after manament gets their raises.

      Can't speak for everyone but I think you may have an isolated issue. When it comes to safety equipment we have always had the green light. Before the end of the year we were told to spend money again as long as it could be billed before dec 31st.
