I have to wonder if this is similiar to what happened here about 30 plus years ago.A urd crew was sent out to repair a cut on urd primary. This happened to be a double lay where one primary was isolated and the other was still hot, energized 19.9.The young apprentice cut the energized urd instead of the isolated primary. He was ok.........he cut it with regular cutters although they had hot stick cutters on the truck..........lucky guy.
